NASA's Glenn Research Center, Cleveland, has selected JDD, Inc., Highland Heights, Ohio, to provide janitorial services to the Glenn Research Center. The total contract value over five years is estimated at $11.5 million. Glenn is situated on 350 acres with over 150 buildings and 3,200 employees performing scientific research, engineering and testing.
The contract, which begins full performance on December 1, 2003, is a follow-on contract to an existing contract with JDD, Inc. for similar type services. The contract type is firm fixed price, performance based requiring both scheduled and unscheduled cleaning services. The services to be performed under the contract include, but not limited to, general office cleaning, floor maintenance, window washing and specialized clean rooms.
JDD, Inc. is a Small Business Administration 8(a) company and a small business HUBZone (Historically Underutilized Business Zone) firm. The procurement was competed as a HUBZone set-aside which restricts competition to only HUBZone certified firms. The HUBZone Program is designed to increases employment opportunities, investment, and economic development in HUBZone areas. Seventeen offers were received in response to the issued solicitation. The selection criteria described in the solicitation proved for a "Best Value" selection based on a combination of technical merit, past performance and price. JDD was considered to have provided the best response to the described selection criteria.
