Glenn A. Delgado is the associate administrator of NASA’s Office of Small Business Programs (OSBP). Delgado provides executive leadership and policy direction for developing and implementing initiatives that ensure all categories of small businesses are afforded opportunities to compete for agency contracts.

Since Delgado’s arrival at NASA, the amount awarded to small businesses has significantly increased. Specifically, between fiscal year 2014 and 2019, NASA amplified its spending with small businesses as prime contractors by $580,954,782, or 23%. NASA also increased its spending with small businesses as subcontractors by $655,059,627, or 28%. Additionally, the Small Business Administration (SBA) has recognized several new policies and procedures implemented by OSBP as a federal government best practice.

With more than 40 years of acquisition experience, Delgado has received several awards and medals, including the Presidential Rank Award (Meritorious Service). The Congressional Black Caucus honored Delgado with a Small Business Champion Living Legends Award. He also received two NASA Outstanding Leadership Medals and the NASA Exceptional Service Medal. In addition, the agency has awarded OSBP approximately six agency-level Group Achievement Awards for its outstanding performance.

Delgado plans to further his mission with small business programs while improving workplace culture for employees of color. Delgado also takes pride in his opportunity to serve three consecutive terms as chairperson of the Executive Committee for the Federal Office of Small and Disadvantaged Business Utilization Director’s Council.

Prior to Delgado’s appointment to NASA, he served as the director of small business for the Naval Air Systems Command (NAVAIR) and the acting director of the Department of the Navy’s Office of Small Business Programs. While at NAVAIR, he worked on several major weapon system programs, serving as the procuring contracting officer for the A-6, EA-6B, and F/A-18 C/D aircraft. Delgado was awarded the Superior Civilian Service medal and two Department of the Navy Meritorious Civilian Service medals for his innovative approaches and performances as a procuring contracting officer and director of small business.

Delgado earned a bachelor of science degree from the University of New Hampshire and a master of business administration degree from Marymount University. He is Level III-certified in the acquisition professional field of contracting and a member of the acquisition professional community.
